Completion of development certificate
Applicants are required, as part of the planning process, to inform Fife Council when they have commenced and completed their development. This requirement is noted in the Decision Notice.
Whilst the notification of completion of a development is mandatory, a developer or owner of a property may also apply for a Completion of Development Certificate for developments granted planning permission after 03rd August 2009. This is a chargeable service.
Please ensure you have your planning approval reference number and development site address before starting the form. Your planning approval reference number can be found on your decision notice, if you no longer have your decision notice you can find details on our online planning system.
For a residential development, the following additional information will be required:
- Amount of units to be covered in the certificate
- Full details of the units
Online payment will be requested at the end of the form. Please have a credit or debit card ready before starting.
For a non-residential development, this will be assessed by a member of the development management team and you will be emailed the cost and instructions for payment.

Completion of development certificate process
If you have chosen to certify the completion of the development and we have received your application, along with the relevant fee we will begin to assess the completed works. To do this we will:
- Check all works have been completed
- Check all works match the approved plans
- Issues your completion of development certificate or advise you whether a non-material variation or a further planning application is required if your development does not match the approved plans
- Undertake this work within 20 working days
Once we have assessed your application, we will contact you by email where we will provide details of your Certificate.
Application types and charges
The charges for the completion of development service are based on the application type and the size and complexity of the development. We have 3 different categories:
- House extensions and alterations
- Individual dwellings (cost per unit)
- Other development types e.g. industrial or retail
