Apply for a House of Multiple Occupancy (HMO) licence

You can use this form to apply and pay for a licence for a House in Multiple Occupation (HMO).

Payment can be made at the end of the form using a credit/debit card, or you can agree to pay by BACS.

An HMO is living accommodation in which 3 or more unrelated adults live and share one or more of the basic amenities, these are:

  • A toilet
  • Personal washing facilities
  • Facilities for the preparation or provision of
    cooked food


An HMO property must be the tenants only or main residence. The term HMO can apply to hostels, shared flats, bedsits, student halls of residence, and supported accommodation.

If the property does not have the correct planning permission for use as an HMO your application may be refused.
An application to Fife Council for an HMO licence may only be made by the owner of the living accommodation concerned.
