The City of Dunfermline Area Committee met at Fife House this morning (25 April). Here's a summary of the discussion and decisions.

Health and Social Care Locality Planning - Dunfermline

Councillors heard from Fife Health and Social Care Partnership on efforts to improve health and wellbeing in Dunfermline.

Dunfermline Locality Group have identified three priorities:

  1. ways to improve mental health & wellbeing,
  2. community engagement, and
  3. supporting unpaid carers

One project underway is Link Life Fife. This is a service for anyone aged 18+ in Fife who is reaching out to their GP for support to manage stress and anxiety. During 2022, there were 147 referrals from the Dunfermline area. Link Life Fife are working with Dunfermline’s GPs, Practice Managers and Primary Care Teams raising the profile of the service to increase referrals.

City of Dunfermline Convener, Cllr James Calder, welcomed the report and said: “It is by working together we will deliver improved health and social care services. Of course, there will be challenges ahead but by working collaboratively, actively looking for ways to improve and building on our strengths, we’ll get the best possible outcomes for Dunfermline.”

To create better quality and more inclusive play spaces, Area Committee approved categorising Dunfermline’s play spaces as the following:

Cllr James Calder said: “Much of Dunfermline’s play equipment is coming to the end of its life span and many of our play parks only have equipment for pre-school children. We want to reshape play parks to make sure we are offering high quality play spaces for children of all ages.

"There's been a lot of work undertaken on this including consultation with both communities and local councillors. It's positive that so much of the feedback given has been taken on board.

“I look forward to a further meeting where we will discuss how we take these plans forward.”

Budget Requests

Dunfermline Children’s Gala £7,500 (Local Community Planning Budget)

Committee awarded £7,500 to delivering the Gala. Councillors heard that after a four-year hiatus, Dunfermline Children’s Gala will return to Pittencrieff Park on Saturday 24 June 2023.

Cllr James Calder said: "I'm delighted that the Dunfermline Children's Gala is finally returning and would like to thank the volunteers making this possible. This funding should help make this a fun day for all of our communities."

Outwith Festival 2023 - £15,000 (Local Community Planning Budget)

Councillors agreed to award £15,000 to the five-day festival. The popular Outwith Festival will be held this year from 6 to 10 September. It will take place at various venues across Dunfermline and includes music, art, film, theatre, comedy, literature, and heritage events. This year, plans also include a comic book event, working with Dunfermline based Little Shop of Heroes.

Cllr James Calder stated: "The Outwith Festival is putting Dunfermline on the map, showcasing many great arts and cultural events. I'm pleased we're able to support it as it grows from strength to strength."

Community Recovery Fund

Councillors agreed to support the following projects from Dunfermline’s share of the Community Recovery Fund:

  • Development of Dunfermline’s City Status - £150,000
  • Dunfermline Tourism Audit and Action Plan - £15,000
  • Development of Dunfermline.com - £30,000
  • Dunfermline Greenspace Scottish Charitable Incorporated Organisation - £197,000
  • Fife Voluntary Action Dunfermline Advice Hub - £100,000
  • Fife Sports & Leisure Trust Communities Wellbeing Advisor - £86,900
  • Community Use Central Equipment and Resources - £12,858.82
  • Link Church Community Support Posts - £43,298
  • Falling Up Together Community Workspace Hub - £11,543
  • Dunfermline Regeneration Trust Dunfermline Skate Park - £50,000
  • CruiseForth Destination Dunfermline - £38,000

Area Convener, Cllr James Calder explained: “The Community Recovery Fund is helping communities recover from the pandemic and cope with the rapid rise in the cost of living. Through the fund we’re investing in projects, community groups and organisations that are helping Dunfermline recover and thrive.

"These projects will have a transformative impact on Dunfermline."

Traffic Regulation Orders

Committee agreed to the following Traffic Regulation Orders:

  • Foundry Street, Dunfermline – for 18 months an Experimental Traffic Regulation Order will introduce a three-hour waiting restriction (no return within one hour), 8am - 6pm; Monday – Saturday with an exemption for residents’ parking permit holders.
  • Tarmachan Road, Dunfermline – introduce no waiting at any time, to improve road safety and traffic flow.
