Layout of Information
As well as summary information, the Weekly List gives a deadline for representations (or objections) for each application. Please be aware that some of the weekly lists will have zero entries where there are no applications to record that week.
Objections and appeals
Applicants need to advertise a new or renewal application for a licence by a site notice. A site notice comes with their application form. We tell applicants when the notice should be displayed. This notice should be completed clearly. Applicants must also make sure they display the notice at, or near, the property. It must be easy to read by members of the public and displayed for a period of 21 days.
Any representation relating to an application for a new or renewal licence will be considered by the licensing authority, only if it:
- is in writing
- specifies the grounds of the representation or, the nature of the representation
- specifies the name and address of the person making it
- is signed by him/or her or on his or her behalf
- was made to them within 21 days of whichever is the latest of the following dates
- where public notice of the application was published on fife.gov.uk website, the date it was first published;
- where Fife Council have required the applicant to display the Notice again from a specified date, that date;
- in any other case, the date when a valid application was made to the Council.
Any member of the public can submit a representation in relation to an HMO application. We must receive this, with details of the nature of the representation. The objector needs to sign it, or sign on his/her behalf. We must receive it within 21 days of the Notice of Application or publication. We may consider late representations if there is enough reason why it was not made in time.

We do not refuse an application every time we receive a representation. We will copy the representation to the applicant, who will have an opportunity to respond. We will take into account everything we know about the HMO or landlord before making a decision. To come to a decision, we will hold a hearing to decide on the application.
Notice of Hearing
We will write to both parties inviting them to attend the hearing. After the 21-day objection period has ended, we will hand out copies of the representations. We will provide these in full to the applicant before any hearing. Both parties have at least seven days’ notice of such a hearing, to attend and speak at it.
