As the council looks at improving how we deliver services, it’s important that we make better use of our existing buildings, and make sure any new facilities we build in the future give people easier and wider access to services.
A review of the council's estate earlier this year highlighted that many community buildings are under used, no longer fit for purpose or don't meet the needs of local people.
Using this information councillors thought about better ways to sustain local services and facilities and identified buildings which can be sold, buildings which could be used in a different way, and buildings which should be kept to deliver a wider range of council and community services.
Now the council wants to hear from local people who might be interested in taking over the running of a building in their community with support from the council on offer.
Councillors discussed future plans for community buildings at City of Dunfermline Area Committtee on September 7. They agreed:
Buildings required for service delivery and community access and directly managed by the council:
- Baldridgeburn Centre
- Dell Farquharson Centre
- John Marshall Centre
- Tower House Youth Centre
- Townhill Community Centre
- Tryst Centre
- Abbeyview Community Centre
Buildings for possible lease or transfer to the community:
- Halbeath Centre
- Touch Centre
- James Allan Centre

- Raeburn Centre
- Dysart Centre
- Dysart Community Hall
- Dysart Town Hall
- Dunnikier Community Centre
- Kinghorn Community Centre
Glebe Park Centre.
There are leases already in place or under negotiation for the following buildings:
- Overton Community Centre
- Kirkcaldy East Customer service centre
- St Clair Hall
- Dysart Tolbooth
- Hayfield Community Centre
- Unity Hall, Burntisland
- Young Hall, Burntisland
- Burntisland Customer service centre
- Upper Hall, Burntisland
- Burgh Chambers, Burntisland
- Heritage Centre, Burntisland
The committee decided that following buildings could possibly be leased or transferred to community ownership:
- Pathhead Halls
- Dunnikier OAP Centre.
If we are able to secure funding to refurbish Templehall Community Centre, we will bring a number of services into one building. If that happens the following buildings may be sold, leased or transferred to community ownership:
- Kirkcaldy North Customer service centre
- Templehall Library
- Templehall Learning Centre
In addition the Argos Youth Centre may be incorporated in the future.
Community groups have already shown interest in some buildings across Kirkcaldy and we want to hear from anyone who would be keen to get involved in taking over the running of a community building.

The committee also agreed that the interests of all Common Good properties should be safeguarded and that there should be further discussions on how proposals for future use of buildings are taken forward.
