Fife Council employs four Licensing Standards Officers (LSO's) who are available to offer advice and assistance on any aspect of alcohol licensing. Their role is to provide guidance, offer mediation, and to ensure compliance with legislation.
Guidance:
The LSO's will provide information and guidance to any interested parties concerning alcohol licensing, and liaise with the licensed trade/others within the Licensing Board's area.
Compliance:
LSOs monitor and inspect licensed premises, issue compliance notices, and report premises to the Licensing Board for serious issues that have remained unresolved. They supervise the compliance of holders of premises licences or occasional licences with the conditions of their licences, and other requirements of the licensing legislation.
Mediation:
LSOs will mediate between the holders of premises licences and any other persons concerning any matter relating to compliance with the conditions of their licences, other requirements of the 2005 Act, or with respect to the 5 Licensing objectives.
Legal Advice:
LSOs do not provide legal advice or opinion and the above information should not be considered as such. Any legal advice or opinion on licensing matters should be obtained from a licensing solicitor
How can I contact an LSO?
Please email us at licensing.standards@fife.gov.uk or call 01592 583127. LSOs are based in Glenrothes, but cover the whole of Fife. No single officer has an area, so anyone can help with a query you may have.
There are two teams of two officers, working four days on, four days off. The shift starts at 2pm and ends at 1am (with some flexibility at weekends). LSOs usually provide seven day cover, 52 weeks of the year.
