We offer Early Learning and Childcare to all 3 and 4-year-olds from the first intake after their qualifying birthday until they're due to start school. This can be up to 1140 hours in most settings.
We're offering different session times in these settings for 3 and 4-year-olds so you'll have more choice.
Families may be able to share their 1140 funded hours between different nursery settings.
Session 2025/26
Applications for nursery sessions for 2025/26 will go live on 6th January 2025. To be included in the initial panel process, your application should have been submitted by 31st January 2025. Any applications received from 1st February 2025 will be considered late and processed from May 2025.
- Starting in August 2025: Your child must be three before 31 August 2025
- Starting in January 2026: Your child must be three before 31 December 2025
- Starting in April 2026: Your child must be three before the last day of February 2026
You'll be contacted by the end of March 2025 to advise you of where your child has been offered a place.
Session 2024/25
Applications for nursery sessions for 2024/25 are still open if you would like to apply for a nursery place between January 2025 & July 2025.

- Starting in April 2025: Your child must be three before the last day of February 2025

How do I apply for a Fife Council Early Learning and Childcare (Nursery) place?
Please complete an online application, which can be accessed at the top of this page. This is an easy process that can be done from your smartphone, iPad or laptop. You'll be asked to create a mygov.scot 'myaccount' if you don't already have one. You'll need this account right the way through your child's education.

Before applying, you should check that your nursery setting offers your session(s) of choice. You can find a list of nurseries and the sessions offered at the bottom of this page.
If you are unable to complete your application online, you can request a paper application from any council nursery. Once it's completed, this should be handed into your first choice nursery, along with the evidence requested. You'll need to make an appointment with the school directly to hand this in.
If you have any difficulties applying online, please get in touch with your local nursery.
If your child has additional support needs, please contact the headteacher of your first choice nursery.

A list of all current funded providers is available at the bottom of this page. It may be possible to share hours between different Early Learning and Childcare providers up to a total of 1140 hours per annum. For example, this may be between an ELC setting and a childminder. You can state this on the application form
Back To TopIf you think your child has been given the wrong priority level, based on the criteria listed in the Admissions policy, then you can submit an appeal. The appeal process will assess whether the correct procedures have been followed in allocating places based on information supplied in your application form, in accordance with the Early Learning and Childcare policy.Information on how to submit an appeal is included in offer letters sent out following nursery panels. All appeals must be submitted within 28 days of you being notified of the outcome of your application for Early Learning and Childcare. Additional information may be required to support an appeal. The outcome of any appeal will be final.If the appeal is successful, then your child will be moved to the top of any waiting list for places at that location and will be offered the first available place. Where there are a number of successful appeals for the same location, then a ballot will be held to establish the order of entry.
Back To TopNo, your child’s current nursery placement will continue automatically for academic year 2025/26. However, if you wish your child to attend a different Fife Council nursery, change session length or increase the number of sessions you currently have then you should complete a new application form by 31st January 2025.
If you are offered an alternative placement through the application process and you wish to accept this instead of your current nursery placement, please let your current nursery know as soon as possible that you will be leaving. You also need to confirm you are accepting the alternative place offered using the process detailed in your offer letter. Your existing placement can then be reallocated to someone else, if required.
Yes, you should apply for a school place between 6th January and 16th March 2025. You can find out more information here. The Schools Admissions policy does not take into consideration the ELC provider your child attends, so attending a nursery based at a particular school will not guarantee your child a place at that school for Primary 1.
Back To TopIf you are at all concerned about you child moving onto Primary 1 please discuss this with your child’s key worker. There is a large amount of work that takes place within nurseries around the transition process to Primary School and staff should be able to advise you on what you can do to help with this process. Alternatively, if following this discussion you wish to delay your child’s entry to school then you can access Fife Councils deferral policy here. Only children under the age of 5 by the start of the academic year are able to defer their entry to Primary School.

Yes. If you already have one child at nursery and have another child due to start, we will take this into account when allocating places. Places are awarded in accordance with the Fife Council Early Learning and Childcare Admissions Policy.
Back To TopNo. Fife Council operate local nursery areas which do not correspond with school catchment areas to ensure parents have a choice of provision available to them. As a result, this is not included in the Early Learning and Childcare admissions policy as it may disadvantage other children living within the local nursery area who wish to attend that nursery.
Back To TopYou will receive confirmation of your application by email with a reference number. If you applied before midnight on 31 January your application will be handled and we will send out a letter in the post with the outcome of your request before the 31st of March as per Fife Council policy.
If you applied after midnight on 31 January your application will be handled as a ‘late application’ and you may not receive the outcome of your request before the middle of May.
Places are allocated at Fife Council nurseries using the agreed Early Learning and Childcare Admissions Policy which can be found here. Children are given a priority level in accordance with the criteria listed in the policy based on the choice of nursery and session.
Those with the highest Priority, Level 1, are allocated first and we continue this process, moving through the priority levels in numerical order, until all children are either allocated a place or all places at that nursery are filled. If there are more people wanting a placement at that nursery than spaces available, then places are allocated through a ballot process (based on priority order) and a waiting list will be created.
That waiting list will remain in place until the allocation of places for the following year is made, when a new waiting list will be created. Fife Council do not operate catchment areas for individual nurseries, however we do have 22 local nursery areas across Fife which are made up of a number of different providers. The reason for this is that not all nurseries offer the same patterns of attendance, so each local nursery area will be made up of a number of different ELC providers so you can choose different options to meet your needs.
There will be at least one Fife Council nursery offering term time and full year sessions in each of the 22 local nursery areas. Children living within each local nursery area are given a higher priority for a place than those living outside this area, however you can choose to send your child to any funded ELC provider.
All children attending a funded early learning and childcare place are entitled to receive a meal as part of this entitlement. Depending on the session attended an appropriate meal will be provided free of charge.
Your nursery place is offered until your child is eligible to start school. You may be able to change sessions if there are places available in the nursery of your choice at the times you want to change to. If you do wish to change part way through the academic year, then you should complete another application form for the nursery / sessions of your choice. We will then follow the late application process as detailed in the Early Learning and Childcare Admissions Policy to allocate you a place if one is available or place you on the appropriate waiting list.
