In addition, the Council holds a portfolio of assets to support and encourage business growth and economic development. Though land may be sold, the properties are generally only available to rent to ensure future demand can be satisfied. Details of these assets and available support may be found here.
Disposal Process
Once a property has been declared surplus to requirement, certain pre-sale checks and consultations are carried out. After that, marketing will usually begin. After a period of time, there may be little interest. In cases like this, an offer may be considered by the Council if it's recommended to be accepted by the marketing agent. If there are competing interests, a closing date may, at the discretion of the Council, be set for receipt of offers.
Usually, bids are accepted on the basis of the Best Value being reflected in the offer. This will, in normal circumstances, be the highest financial level, however, this is not always necessarily the case. The timing of the sale (e.g. subject to planning), or other conditions may have an effect. Any necessary guidance and information on the timing of such a closing date will be issued for each party who has registered an interest.
At the closing date, offers must be submitted by the time and date specified in order to comply with the Council's Standing Orders. Any offers not in compliance with the bid guidance may not be considered. Once bids are received, they are evaluated and a decision is made.

Please note, that the Council is not obliged to accept the highest financial nor any offer received. If Committee authority is required, then that's applied for and the Council's Legal Services is instructed to complete the formalities.
