Compulsory purchase orders

The Council will always seek to buy property by agreement. But with some proposals, it will be necessary to promote a Compulsory Purchase Order (CPO).

This can be the result of:

  • the property being in the ownership of several parties,
  • complicated current ownership, or
  • other reasons, including that the owner is reluctant to sell.

Compulsory purchase is the taking of privately-owned land or buildings

  • by the Council or other public sector organisation or infrastructure provider,
  • without the owner's agreement,
  • to carry out projects for the benefit of the general public.
