The Council will always seek to buy property by agreement. But with some proposals, it will be necessary to promote a Compulsory Purchase Order (CPO).
This can be the result of:
- the property being in the ownership of several parties,
- complicated current ownership, or
- other reasons, including that the owner is reluctant to sell.
Compulsory purchase is the taking of privately-owned land or buildings
- by the Council or other public sector organisation or infrastructure provider,
- without the owner's agreement,
- to carry out projects for the benefit of the general public.
