The Statement of Intent for ECO4 and Great British Insulation Scheme guidance replaces the Statement of Intent and ECO flex guidance. It outlines how the Council will identify households that can benefit from energy efficiency improvements through the Energy Company Obligation (ECO) Flexible Eligibility Scheme.
What is ECO4?
The main goal of ECO4 is to reduce fuel poverty by improving energy efficiency in homes occupied by low-income and vulnerable households. One way to identify these households is through the updated 'ECO4 Flexibility' (ECO4 Flex). This is a voluntary programme where local authorities can refer private households they believe are struggling with fuel poverty or are vulnerable to living in a cold home.
Important Note: Just because a household is included in a local authority referral doesn’t guarantee that energy-saving measures will be installed. Energy suppliers make decisions based on several factors, including:
- Surveys conducted by suppliers or their contractors to assess installation costs
- The potential energy savings for the home
- Whether the suppliers are on track to meet their targets
- Other business considerations
Suppliers will evaluate each property to determine the appropriate energy-saving measures. Residents can often expect to receive multiple improvements due to Minimum Requirements (MR).
Who can refer?
Referrals for ECO Flexible Eligibility Affordable Warmth funding must come from either:
- Home Energy Scotland
- SCARF
- the Council, or
- an approved ECO 4 Framework Contractor
Home Energy Scotland is funded by the Scottish Government and operated by the Energy Savings Trust, while SCARF is the Council's delivery partner for ECO4.
