Local Outcome Improvement & Council Strategic Plan to 2027
We base our plans on evidence from a wide range of research and information about local people and places.
Our Plan for Fife is Fife’s 10-year Local Outcome Improvement Plan developed with partners like the NHS - it is also the council’s strategic plan.
It puts fairness at the heart of everything we do, bringing services and communities together in new ways.

In 2021, we published an update to the 10-year plan, setting out focused priorities to drive recovery and renewal following the pandemic. We’re working to tackle poverty and prevent crisis, lead economic recovery and address the climate emergency – taking a community wealth building approach to all we do.

Local research and information
Every three years we carry out a strategic assessment of how well people and communities across Fife are doing. In between this schedule we also conduct local assessments, that look at issues in different geographical areas in more detail.
We draw on a wide range of data and information gathered by the council and other local and national organisations.
We base our plans and priorities on all of this knowledge and insight.

The council’s scrutiny committees consider performance and progress of different services. Each service produces an Annual Service Review Report.
These reports describe service responsibilities, strategic and operational priorities, and the progress made in the previous year. They also set out key areas of change and/or improvement and priorities for the next year.

We also monitor a range of local, regional and national performance indicators that cover all the council’s core services and activities.
This helps us assess our operational efficiency as well as our progress towards our Plan for Fife ambitions.

We also take annual service review reports to scrutiny committees to highlight progress and improvement activity in key areas.
We compare our performance with other Scottish Local Authorities, to see how well we are doing.
You can use the Local Government Benchmarking Framework (LGBF) to look at our performance against that of other Councils and see how we are doing, compared to the Scottish average.
You can also use the Community Planning Outcomes Profiling (CPOP) Tool to compare key life outcomes for local communities across Community Planning Partnerships (CPPs), Areas, and neighbourhoods within Fife.
In addition, The Local Government in Scotland Act 2003 places a duty on all Councils to secure Best Value, which is defined as the delivery of continuous improvement in the performance of all the Council’s functions and activities.
